Identifying the optimal development path of the conversion zones bears its own challenges. Given its location in the city center and surrounding developed areas, it is obvious why this project is paramount. It is yet to be determined whether it is possible to meet passive house standards while at the same time providing affordable living space. Additional solutions still must be found to achieve both economic and environmental sustainability for the development. The UN’s sustainability goals, which the city has committed itself to uphold, encompass all areas of city life. Living space, work, culture, and family as well as social aspects - like generational justice and equal participation­ are all a part of the development agenda.

Moving city development forward, it is important to find solutions ensuring no aspect of development is forgotten. These solutions in turn must be implemented as lighthouse projects creating new impulses for further development. In light of this reality, the International Building Exhibition “Wissen schafft Stadt” (knowledge creates cities) was created in 2012.

One key goal of the IBA is to pose important questions for the future. Now at midpoint of its initiation, and once perceived as an unrealistic luxury project, IBA has proven to be an important platform for governance, politics, science, and civil society. All developments are now tested whether they meet sustainability goals and integrate seamlessly into efforts previously taken by the city.

IBA has shown how well sustainability is received by Heidelberg residents. The need to remove individual transportation from public areas, prioritize bike paths, and expand public transportation are all now public consensus. Sustainable and cautious future city planning requires consideration of broader context and long-term impact of projects.

The ability to free architecture from pure functionality, heterogeneously develop living space, avoid submitting to norms, and incorporate collective creativity engenders new process qualities and leads to a higher rate of acceptance by all parties involved. All this creates a matrix allowing us to let spectacular ideas turn into reality. Numerous single projects were developed with intensive public exchange. PH-Vision, a 21st century smart city district on a conversion site at the city’s edge, showcases how strategic approaches can influence existing districts and their sustainability potential.
