Apply for a licence for waste management activities in accordance with the Closed Substance Cycle Waste Management Act
If you take up a waste management activity involving hazardous waste, you must apply for a licence from the competent authority. This includes, for example, collectors, carriers, traders and brokers of hazardous waste. If you are exempt from the authorisation requirement, notification of your activity is sufficient. If significant circumstances have changed, you must reapply for a licence. The authorisation requirement applies to both national and cross-border waste shipments.
Responsible authority
Lower administrative authority as the lower waste legislation authority for the city and district authorities.
Higher administrative authority as higher waste legislation authorities (regional councils) for companies pursuant to Section 23 Paragraph 5 Number 6 of the State Waste Management Act (so-called fenceline companies).

Prerequisite
The competent authority must grant the licence if
- no facts are known that give rise to concerns about the reliability of the proprietor or the persons responsible for the management and supervision of the establishment, and
- the proprietor, insofar as he is responsible for the performance of the establishment, the persons responsible for the management and supervision of the establishment and the other personnel have the necessary technical and professional expertise for their activities.
