Promotion of energy advice for residential buildings (on-site advice; individual refurbishment roadmap)
If you opt for an energy consultation for residential buildings, you are entitled to a subsidy of 80 per cent. Authorised energy consultants will apply for the funding on your behalf.
The Federal Office of Economics and Export Control (BAFA) programme "Federal funding for energy advice for residential buildings" is available for residential buildings. It is aimed at
- Owners of detached houses and apartment blocks,
- Homeowners' associations,
- Those entitled to usufruct and
- Leaseholders and
- And tenants.
Funding is provided for consultancy costs amounting to 50 per cent of the eligible consultancy fee:
- a maximum of EUR 650.00 for detached or semi-detached houses and
- a maximum of EUR 850.00 for residential buildings with three or more residential units
Condominium owners' associations (WEG) receive a one-off bonus of EUR 250.00 per WEG if the results of the consultation are presented at a condominium owners' meeting.
The funding programme is handled by an energy consultant. They apply for the funds themselves. The energy consultant receives the energy consulting subsidy from BAFA and issues you with an invoice reduced by the subsidy amount.
The results of the consultation must be presented by the energy consultant in an energy consultation report, preferably an individual renovation roadmap (iSFP). He or she will hand this over to you and explain it to you.
Funding is provided in accordance with the provisions of the de minimis regulation if the owner of the residential building is a company as defined in the recommendation concerning the definition of micro, small and medium-sized enterprises.

Prerequisite
- Only energy consultants who have been authorised by BAFA on the basis of their professional qualifications are eligible to apply.
- An energy consultation for residential buildings comprises at least the following steps:
- on-site data collection,
- the preparation of an energy consulting report, in particular an individual renovation roadmap, and
- handing it over and then explaining it to you as the person receiving the advice.
- Subsidised energy advice can only be claimed if
- the building is located in Germany,
- the building application for the residential building was submitted at least ten years ago,
- the building is predominantly used for residential purposes and falls within the scope of the Building Energy Act (GEG).
- As a person receiving advice, you must pay your own contribution.
Funding is excluded if
- You as the person being advised are yourself approved as an energy consultant for this funding programme,
- You are the spouse or partner of the energy consultant,
- the majority of the residential building is owned by the federal or state government,
- the owner is a company that does not fulfil the requirements for micro-enterprises or small and medium-sized enterprises (SMEs),
- The owner of the building is a company that could rely on its own staff with the qualifications required for authorisation,
- the energy consulting company has only a proportionate ownership interest in the residential building,
- the recipient of the advice has itself been approved by the approval authority as an energy advisor for the funding programme;
- the recipient of the counselling is a company whose assets are the subject of insolvency proceedings that have been applied for or opened,
- the recipient of the advice is a company that has received de minimis aid totalling at least EUR 200,000 (EUR 100,000 in the case of companies in the road transport sector) in the current year and in the previous two fiscal years including the support under this guideline,
- the recipient of the advice is a company that is otherwise excluded under Article 1 of the de minimis Regulation.
Procedure
You commission an authorised energy consultant to carry out an energy consultation for residential buildings.
- The energy consultant then submits a subsidy application for your residential building via the BAFA online portal and receives a subsidy notification.
- To submit the application online, the energy consultant must log in with their user account.
- If the energy consultant does not yet have a user account, he or she must register with BAFA ("consultant recognition")
- The energy consultant now has a maximum of nine months to carry out the consultation and hand over and explain the energy consultation report to you.
- The energy consultant will issue you with an invoice for the consultancy service, reduced by the subsidy.
- After the explanatory meeting, which can also be held by telephone with your consent, you and the energy consultant must sign the declaration of utilisation. The energy consultant submits this to BAFA for review together with the invoice and the energy consultation report.
- Finally, the grant is paid out to the energy consultant.
Deadlines
- The energy consultation must be completed after a maximum of nine months (authorisation period). In the case of an additional explanation of the energy consulting report to homeowners' associations or advisory boards, the approval period is a maximum of two years.
- The complete proof of utilisation documents must be submitted to BAFA within three months of the end of the approval period.
